CALL 2009 SECOND CONGRESSIONAL DISTRICT DEMOCRATIC       CONVENTION

1.   Call.      Pursuant to the authority provided by the Virginia Democratic Party Plan, the Second Congressional District Democratic Committee (“District Committee”) hereby calls a Convention to be held at noon, May 9, 2009, Granby High School, Norfolk, Virginia.

2.  Incorporated Documents. All appropriate provisions of the Virginia Democratic Party Plan (“State Party Plan”), as amended, and the Guidelines issued by the Democratic Party of Virginia dated December 2008 (Guidelines) are incorporated into this Call by reference and made a part hereof.

3.   Purposes. The purposes of the District Convention shall be:

            a. To elect twenty Democratic State Central Committee members;

             b. To consider resolutions;

     and c. To conduct such other business as may properly come before the Convention.

4.  Organization of the Second District Convention.

The Second District Democratic Convention shall be organized in the following manner. All Democrats who are registered voters within the district may attend the District Convention. The Convention attendees will first sign in and have their names checked against a registered voters list for their jurisdiction. They may then join a jurisdiction caucus composed of other residents of their jurisdiction. The jurisdictions shall nominate members to the State Central Committee as set forth below. Upon completion of the jurisdiction caucuses, the District Convention shall meet, elect State Central Committee members and transact other business.

5.  Participation and Outreach.

Participation in Second District Democratic Convention is open to all registered voters who wish to participate as Democrats. All meetings shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings should be publicized fully.

6. Declaration.

All persons participating in the Convention shall sign a Declaration form which includes an affirmation that the person is a resident of, and registered to vote in, the Congressional District; does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election; is a Democrat; is not a member of any other political party; and has not participated and will not participate in the nominating process of any other political party for the 2009 general election.

7.   District Convention Rules and Committees.

The District Convention shall be governed by the rules developed by the temporary Rules Committee and rules developed by the permanent Rules Committee and adopted by the Convention. The District Chair shall appoint the conveners of each committee. Each committee shall be composed of a minimum of five (5) members, with at least one from each locality. Temporary Rules shall be approved by the 2005-2009 Second District Committee. The District Convention shall elect Permanent Committees on Rules and Resolutions. Each committee shall be composed of a minimum of five (5) members, with at least one from each locality. The membership of the Permanent Committees shall be apportioned in the same manner as the temporary committees.

8. Participation and Outreach.

Participation in the State Central Committee election process is open to all registered voters who wish to participate as Democrats. All meetings shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings should be publicized fully.

9. Election of Members of the State Central Committee.

    a. Election. The twenty members of the Democratic State Central Committee from the Congressional District shall be nominated by jurisdiction caucuses and the names of persons nominated shall be presented to the convention for election. The caucuses shall select the following numbers of State Central Committee members: Accomack County 1 member Northampton Country 1 member Hampton City 2 member Norfolk City 3 members Virginia Beach City 14 members

    b.   Prefiling.    Candidates must prefile for election to the State Central Committee from the Congressional District. Candidates must prefile with the District Chair by 5:00 p.m. on April 30, 2009. c. Slates. Any individual or group of Democrats may sponsor or endorse a slate of candidates for election to the State Central Committee. However, no slate may receive preferential treatment or a preferential place on the ballot, nor may any slate be publicly identified on the ballot or otherwise as the “official slate.” Person(s) who want a slate listed on a ballot must provide (1) the name of the slate and (2) a list of persons comprising the slate. This information must be filed with the District Chair by 5:00 PM, May 4, 2009, five days prior to the District Convention. 

10. Resolutions.  

For a resolution to be considered at the District Convention, it must be received by the District Chair by 5:00 PM Saturday, April 25, 2009, two weeks prior to the Convention. All resolutions adopted by the District Convention shall be certified by the District Chair and forwarded to the State Central Committee for consideration no later than 10 days after the District Convention.

11. Filing Deadlines and Locations.

All documents to be filed with District Chair or State Party Chair must be submitted by the stated deadlines. Filing by fax or email will be permitted, provided that the form is received by the deadline. All papers to be filed with the Chair of the District Committee shall be filed at the following address: brandts1@verizon.net. REPORT OF THE TEMPORARY RULES COMMITTEE FOR THE Second CONGRESSIONAL DISTRICT DEMOCRATIC CONVENTION

May 9, 2009

I. CONVENING OF JURISDICTION CAUCUSES AND DISTRICT CONVENTION

Caucuses for the following jurisdictions will convene at 10:00 a.m. on Saturday, May 9, 2009, at Norfolk, Virginia: Accomack County, Northampton County, Hampton City, Norfolk City, and Virginia Beach City. The Second District Democratic Convention shall convene upon completion of the work of the jurisdiction caucuses. The Convention will be called to order by the Chair of the Second Congressional District Democratic Committee (“District Committee”) who shall serve as temporary Convention Chair.

II. ORDER OF BUSINESS

III. JURISDICTION CAUCUSES AND ELECTION OF STATE CENTRAL COMMMITTEE MEMBERS

Jurisdiction caucuses shall elect State Central Committee members. Each caucus will elect its own chair and adopt its own rules, consistent with these rules. See attached jurisdiction caucus order of business.

The name of each convention attendee shall be checked against a list of registered voters to determine that the attendee is voter registered in the jurisdiction and required to sign a sign a Declaration form which includes an affirmation that the person is a resident of, and registered to vote in, the jurisdiction holding the caucus; does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election; is a Democrat; is not a member of any other political party; and has not participated and will not participate in the nominating process of any other political party for the 2009 general election.

The jurisdiction caucuses shall elect twenty members of the Democratic State Central Committee and the names of persons selected shall be presented to the convention. Each caucus shall elect the following number of State Central Committee Members: Accomack County, 1 member; Northampton Country, 1 member; Hampton City, 2 members; Norfolk City, 3 members; and, Virginia Beach City, 14 members.

Candidates for State Central Committee are required to pre-file with the District chair by 5:00 p.m. April 30, 2009.

If the number of candidates pre-filing for State Central Committee for any jurisdiction is less than the number allocated to that jurisdiction, the Convention Chair may ask for additional nominations from the floor. If the total number of nominations from each jurisdiction does not exceed the number of members allocated to that jurisdiction, the Convention may nominate those candidates.

The members selected shall be equally divided between men and women.

IV. PERMANENT COMMITTEES

Following the jurisdiction caucus, all appointees may convene as the district convention.

There shall be two permanent committees of the Convention: Rules and Resolutions. Each permanent committee of this Convention shall consist of a minimum of five (5) members, with at least one from each locality. Each committee shall choose its own chair.

After completion of the jurisdiction caucuses, each jurisdiction’s Caucus Chair shall report to the Convention, at the appropriate time, the persons elected by their caucus to the State Central Committee. The Chair of the Convention shall declare that the persons elected by the jurisdiction caucuses are elected as members of the State Central Committee.

V. RESOLUTIONS

For a resolution to be considered by the District Convention, the draft resolution must have been received by the District Temporary Resolutions Committee by April 25, 2009, no later than 5:00 PM.

In presenting the report of the Resolutions Committee, the Resolutions Committee Chair may offer for approval each resolution individually, or as part of one or more groups. No resolutions or amendments to resolutions may be proposed from the floor of the convention. Debate on resolutions shall be limited to no more than one hour of the District Convention, the time to be divided equally among the resolutions.

At the direction of the Resolutions Committee, resolutions adopted by the District Convention shall be forwarded to the State Central Committee Resolutions Committee for consideration. Such resolutions will be forwarded no later than 10 days from the conclusion of this convention.

VI. MISCELLANEOUS RULES

All papers to be filed with the Chair of the District Democratic Committee shall be filed at the following address: brandts1@verizon.net. Papers filed by telecopy will be accepted. The Permanent Chair shall appoint a Parliamentarian, a Sergeant-at-Arms, a Head Teller, assistant tellers and fill any other positions deemed necessary. It shall be the responsibility of the Chair to conduct and expedite the business of the Convention, and to preserve order and decorum. Each attendee is called upon and directed to assist in completing the business of the convention in an orderly and timely manner. The Chair shall be authorized to recess the Convention at any time. The Chair will state, whenever possible, when the Convention is to reconvene. The Chair may recognize special guests at appropriate times.

Ballots from each jurisdiction will be turned over to the Head Teller as soon as that vote has been counted, and will be maintained by the Convention Chair for at least thirty days.

Except as set forth in these rules, the Convention shall be governed by the Virginia Democratic Party Plan, as amended and Roberts Rules of Order.
