Following is the planned schedule of meetings for the rest of the year. However, date, time and location changes are possible to accommodate the schedules of candidates and/or their reps who may wish to meet with the Committee, as well as to hold at least one meeting in the north and south ends of the county. Caucus 2010 |

Chairman Frank Moore called the Caucus to order at 10:00 AM in the Eastern Shore of Virginia
Chamber of Commerce conference room. In addition to the 25 Accomack attendees, Delegate
Lyn Lewis and Senator Ralph Northam were present as guests, as were four members of the
Northampton Committee who attended the town hall portion of the meeting.

Using a Town Hall Format, Delegate Lewis and Senator Ralph Northam shared their concerns
about the upcoming General Assembly session. Speaking first, Delegate Lewis stated the House
lost six Democratic seats. Out of 100 total seats in the House, the Democrats now hold only 39.
The Senate has a four vote democrat majority and we now have a new Republican Governor.
With regard to the upcoming redistricting resulting from the 2010 census, this means of the three
legs on the legislative stool, the Governor, the House and the Senate, Democrats hold a majority
in only one. He said that most of the elections in the state swung on 200 votes. No new
committee assignments have been made for the new members as of this date.
Senator Northam discussed the large deficit that faces the state. He said the Governor faces a
very difficult budget. He said with out raising revenue somewhere, he didn’t see how the
Governor was going to balance it. There is a tendency, he continued, in the Republican Party to
balance the budget by stealing from the general fund. However this would cut into monies for
education, and public safety. He said the idea of a gas tax may come up to help fund the
transportation costs. |

Both men then took questions from the floor. Most questions revolved around health care. Senator Northam recommended a New Yorker article “The Cost Conundrum” as an excellent article to understand not only what the state is facing, but the country as a whole.
Chairman Moore then announced that since there were fewer filings for Committee membership than the number of positions available, all thirty (30) individuals that had pre-filed were now the members of the reorganized Committee. He then recognized each Committee member present
and read the names of those not present. Committee member, Barbara Thackray, nominated a slate of new officers: Mr. Frank Moore for Chairman, Dr. Niall Finnegan as first vice chair for precinct operations, Mr. Bob Toner as second vice chair for outreach, Ms Jan Siglin as Secretary
and Mr. Berran Rogers as Treasurer. There being no additional nominations from the floor, the
slate was elected by unanimous vote.
The caucus was adjourned at 11:30 AM. The next regular meeting is scheduled for 7:00 PM.,
January 25, 2010 at the regular location.
